Also every sickness and every plague, which is not written in this Book of the Law, will the Lord bring upon you until you are destroyed.

Every sickness and plague, which is not written in the book of the law, them will the Lord allow to ascend upon thee until thou be destroyed.
God is not the source of your sickness but He does grant permission to the devil to pit sickness on you - not from the standpoint of punishment but of your delegated authority.

“But it shall come to pass, if you do not obey the voice of the Lord your God, to observe carefully all His commandments and His statutes which I command you today, that all these curses will come upon you and overtake you:
Here God actually make it very clear that He commanded these curses on those did not obey the Law.
